BOTH sides in the Ukrainian conflict may be guilty of war crimes, according to a report from a UN-backed inquiry released today.
Russian attacks against civilians in Ukraine, including systematic torture and killing in occupied regions, amount to war crimes, according to the UN Human Rights Council and added that Russian forces may also be guilty of crimes against humanity.
The report was released a year to the day after a Russian air strike on a theatre in Mariupol killed hundreds sheltering inside.
The report said repeated attacks against Ukrainian infrastructure that left hundreds of thousands without heat and electricity as well as what it alleges to be the “systematic and widespread” use of torture were also a possible crime against humanity by the Russians.
The report’s authors noted allegations of a “small number” of war crimes by Ukrainian forces, including one they said was under criminal investigation by Ukrainian authorities.
The investigation resulted from an urgent debate shortly after Russia’s invasion last year.
It is unclear how the report could be used against either Russia or Ukraine as neither are signed up to the International Criminal Court, the body most likely to hear such a case.
