New agency set up as part of Tory prison reforms

A NEW government agency is to be set up to drive through Tory prison reform, Justice Secretary Liz Truss announced yesterday.

She said that Her Majesty’s Prison and Probation Service will replace the National Offender Management Service (Noms) from April.

The new service will be responsible for rolling out a planned overhaul of jails in England and Wales, which have been engulfed by a safety crisis, and reducing reoffending rates.

Shadow justice secretary Richard Burgon said that, on the Tories’ watch, reoffending remains “persistently high” and violence in prisons is at record levels.

“But instead of setting out how she will bring about the reform our prisons desperately need, the Justice Secretary has simply opted for a name change,” Mr Burgon charged.

Current Noms chief executive Michael Spurr will head the new agency, which will have full responsibility for the operational management of offenders in custody and the community.
