NORTH Korean leader Kim Jong Un told his party conference at the weekend that he wants to improve ties with hostile nations, backing talks with South Korea to reduce misunderstanding and distrust.
He said his country would only use nuclear weapons if they were used against it.
“Our republic is a responsible nuclear state that, as we made clear before, will not use nuclear weapons first unless aggressive hostile forces use nuclear weapons to invade on our sovereignty,” he declared.
