CPS decides not to prosecute police driver after two teenagers died

THE police officer who drove the van involved in the death of two teenagers in Cardiff two years ago will not face criminal charges over the incident, prosecutors have decided.

Kyrees Sullivan, 16, and Harvey Evans, 15, died in May 2023 when their electric bike crashed minutes after CCTV captured them being followed by a police van in the city’s Ely district.

Subsequent police statements about the incident and tension between local people and South Wales Police led to a riot in the impoverished area.

The Independent Office for Police Conduct sent evidence to the Crown Prosecution Service (CPS) for a charge of dangerous driving to be to considered.

But the CPS said it would not bring criminal charges after deciding that there was insufficient evidence to provide a realistic prospect of conviction.

The decision is subject to the victim’s right of review, which allows families to challenge such decisions.

The policing watchdog is now considering disciplinary proceedings against the van driver and is also investigating family complaints against the police.
