What the poll tax rebellion has in common with the universal credit fightback

THE poll tax non-payment campaign was a very successful working-class community mobilisation against a punitive attack from the state. 

Collective refusal to pay stemmed from moral revulsion at a negative distribution of wealth from the unemployed, low paid and public housing tenants towards the propertied and wealthy.

It succeeded due to the sheer scale of non-payment, and the capacity of localised groupings affiliated with the Anti-Poll Tax Federation to prevent the seizure of non-payers’ goods.
